When a boat gets stuck continuously sailing into land tiles, it normally won't get leaks since it cannot build up enough momentum.
But if you reload the game (exit and re-enter the world or rollback) while this is happening, the boat does get a leak.
Steps to Reproduce
1. Set up boats as seen in the first screenshot
2. Save the game
3. Roll back to that save
4. See the leaks
