Without skills, Bernie's transformation checks if Willow is insane, which can't happen in lunacy.
With any level of Bearly Sane skills, it instead checks if Willow's sanity is below a certain percentage, which isn't affected by lunacy.
Steps to Reproduce
1. Reset skill points
2. Place Bernie down in lunacy at 0 sanity
3. No transformation
3. Spend 1 point in Bearly Sane
4. Transformation
