Problem with connection: Server Not Responding

We playing online on 1 router. If server is created on laptop all is ok, if created on my PC - 2nd player couldn't connect.  
Previously all was ok on both devices.

Steps to Reproduce

I host server - entered the game. 
2nd player tries to connect and saw this screen.

I realized Im commenting on steam forums while I play on ps4

The same problem after recent updates. Previously all worked, now connection is timed out when the second player tries to connect to my server.

Playing on the single router too.

Win 8.1. No mods. Checked firewall, all ports are open for DST. No changes in the system between working and not working state.
