Potential oversight in wagstaff_npc.lua

Shouldn't "noblock" be "NOBLOCK"? Not sure if what handles tags on the engine is case sensitive but I would assume it is.

Steps to Reproduce

If this is an issue, then it might be possible for Wagstaff to get relocated on top of things that normally block structures and similar.

Entity tags are case insensitive.
