Portal powder monkeys spawn without cutless

Powder monkeys spawned from the portal lack equipment. They can wear a hat if they pick one up, but will never equip any weapon.

(Also want to mention that's there's some really sloppy code in brains/powdermonkeybrain.lua. A bunch of functions and variables that aren't even used, as well as multiple loops that involve adding and removing from tables instead of just handling stuff in a simple loop.)
