Playable not responding clipping game.

My game keep not responding for millisecond every second.

1. i5-4670k
2. z87x-ud3h
3. gtx 970 4gb
4. 16gb ram 8/1333mhz 8/1600mhz hyperx fury on slot 1and2 not linked
5. MSI Optix G27c2

I tried many things.

1. Screen in 60hz instead of 144
2. triple buffering off (( every setting (up to date drivers) on and off) 
3. Only 1 screen
4. Nothing else running, even explorer.exe.
5. Rebooting on each try
6. Checked my computer with Kapersky(paid) AVG (free) and Ad-Aware

I even tried to tap my head while rubbing my belly, but it did not worked

I actually played the game on a ****ty computer at jobs, but here is unplayable. I can play the game, but not fluid. The screen Clip to desktop on and off more or less agressively every (more or so) second for a millisecond. 

I could add many more log with different config. Hope you guys get what is going on.

If there is no hope, I will give you my KEY's from steam so you can refund me, but seriously I hope you get what the problem is.
