Pearl does not prioritize anything related to the stone- or wooden chair.
If you put down the stone chair, she will ignore it instead of giving the Sawhorse Blueprint.
Similarly, if you put down the wooden chair, she will ignore it as well. You can work around this by going far away, but it's still annoying.
In short, if there is anything else to do, she always prioritizes that, and if there is nothing else to do, she will just play idle animations or do nothing, before interacting with chairs.
