The coaching will not buff beefalos bonded to a beefalo bell. You can use a beefalo horn to make them true followers which will let them be buffed, though that is pretty tedious since it unbonds the beefalos.
If it is not an oversight or bug, it would be a good idea to allow beefalos bonded with bells to be buffed by the whistle anyway, being a support Wolfgang who rides a beefalo would be fun.
Steps to Reproduce
Use coaching whistle near or while riding a bonded beefalo.
