my game is permanently stuck on blurry, low resolution

ever since the depths od duplicity update, my game was constantly stuck on a very low resolution despite looking pretty clear before that, and my settings didnt change as theyre set to 1366 x 768 which is my screen dimensions. in game, in the maim menu, everywhere the game is very blurry its pretty unplayable, ive tried downloading the game again but nothing worked. 

i really wish i could recieve any help here and ill do my best to cooperate because this is my last ditch effort to fix it. the following screenshots arent compressed, thats literally how my game looks like, and its only DST with this issue.
