mods not working no matter what

so i have the issue where most mods become "workshop-xxxxxxx", where i am unable to play with them. The thing is, i have tried pretty much everything that is said to be able to help and literally nothing has worked, leading me to the conclusion that this has to be an issue on the game's end, not mine

Steps to Reproduce

download a mod

see if it has properly appeard or has become "workshop-xxxxxxxxx"

if it has worked, celebrate

if not, despair
