Magician's Tophat cannot be sewn

It can't be sewn using the sewing kit, despite counting as a clothing item.

Try to use the sewing kit on a Magician's tophat

This might be fixed internally but it allows me to repair the Magician's Top Hat with the Sewing Kit in all server setups. In the mean time could you try validating your game's files to make sure it is not an issue with a bad update from Steam? https://support.klei.com/hc/en-us/articles/360029555352-DST-Is-Crashing-DST-Won-t-Start
