Jester hat hasn't been fixed in nearly two years?

Hello! I've come with an issue. The Jester hat is still not properly fitted on survivor's heads, nearly two years after its release! If this was intended to be crooked and "ugly", then why bother adding it at all? I reckon it could be a real neat hat, if it were just positioned properly, and maybe even lowered a bit? On some characters, the hat is barely on their head! I don't know if this is considered a "bug", but its been bothering me for so long.
