Item Collection Download Failed (Cannot use or see in-game skins or items)

- Game refuses to load any custom items on my character, and when on the customization screen, nothing shows up when I sort by owned.
- Allows me to choose cosmetics I am sure I do not own and still spawn in, but it just ignores them and spawns my character in as the default.
- None of the custom buildings or tools showed up on the crafting menu
- I can see all of the items I'm supposed to have are still in my steam inventory.
- I can still see skins worn by other players
- All of my stats (deaths, friends, forge, gorge, etc.) seem to have been wiped, and have now started updating again from scratch
- Tried accessing the item collection from the main menu and I get this message.

- Disabled all mods, reinstalled the game and verified integrity of the game files.

Anyone know a fix?
