Insights(skill points) semi reset

Step 1. Gain 15 Woodie's insights in world A
Step 2. Start new world(calling world B here) and check skilltree in charactor pick scene
Step 3. Only 11 Woodie's insights are available in world B

I think 15 insights should be available on step 3.
Does someone knows how to fix this problem?

Same thing happen to Wormwood.

Only 13 Wormwood's insights are available in new world.

What I did for fix this (nothing works well)

・Disable Steam cloud save

・Delete the file：Documents\Klei\DoNotStarveTogether\[Steam UID]\client_save\skilltree

・Uninstall and Install DST client
