Hammering a rudder does not stop the boat from rotating

When you hammer an active rudder, the boat keeps spinning without it.

Steps to Reproduce

1. Place a boat on water.
2. Place an activate a rudder on the boat.
3. Hammer the rudder.
4. Notice that the boat is still spinning.

User Feedback

This was by design when it was created to allow for more freedom to players making boat contraptions.
