Game crashes when generating world WITHOUT caves

I wanted to create a custom map so I used the mod Empty Map and Simple Map Editor Fix, but for Empty map to work, you need to disable caves, which made my game keep crashing, so at first I thought it was a mod issue, but even without any mods enabled it crashes whenever I generate a caveless world. I checked the integrity of game files on steam and it was fine. Don't know what to do anymore. I'm NOT using the beta.
