Game constantly stops responding when connecting to a server or travelling to caves

As stated in the title, whenever I try to connect to a server, the game always stops responding for approximately a minute or so before finally connecting, and i exist in the server for a bit before i actually connect and load and get control of my character.  It's not caused by any mods, and reinstalling the game doesn't help.
