Fullscreen gives me windowed

Whenever I go into full screen mode, it gives me a box in the top left corner. I set the resolution in game to 1920x1080, my computer resolution as well as the client but it has not changed it.

Steps to Reproduce
I got a new hard drive for my computer and when I downloaded the game this is what happened.

I just got the game and I'm having a similar issue. I even went into the settings file and changed the settings to fullscreen but every time I launch it, it revers back to windowed and rewrites the config file.
