Fullscreen broken after update

after the update fullscreen opens in a small frame only (see screenshot) and it cant be changed. worked just fine before. anyone has an idea how to fix it? I have already reinstalled and verified game files.

btw, when I change resolution of the game, the screen resolution changes, but the area is still limited to the small frame on the left top

would like to inform it suddenly works normally. nothing on my end was done to fix it, after countless of restarts it started to work.
