After a boat and Above-Average Tree Trunk were placed within the spawn area of the Frostjaw, the island has not spawned since after an in-game year. It seems very possible the Tree Trunk or boat have obstructed the island from spawning, and the island refuses to choose another suitable spot. The island respawned correctly with the tree and boat being there for multiple in-game years before this occured, implying once the island chose a spot on the tree, it couldn't choose another.
Below shows the Frostjaw's spawn area, with the Above-Average Tree Trunk and the boat next to it as well as the full map, with no ice island. 
Grow an Above-Average Tree Trunk within the Frostjaw island's ice patches.
Defeat Frostjaw.
Wait the corresponding time for it to respawn, defeat again if Frostjaw respawns correctly.
