Fossil Fragments is missing in caves

Hi,

i think Fossil Fragments doesn't spawn in caves:

i have reset tree times caves, and there are still not Fossil Fragments in caves

Steps to Reproduce
generate many time caves, Fossil doesn't spawn or missing

User Feedback

The new fossil entities are not spawned and placed directly into the world, which is why they don't show up in an entity search.

(Note: it is not required to regenerate the Caves for fossils.)
