Presumably the time in which loading force loaded mods got changed from right before it loaded the regularly enabled mods.
Steps to Reproduce
Subscribe to the Minimap HUD https://steamcommunity.com/sharedfiles/filedetails/?id=345692228 Force Enable Minimap HUD: ForceEnableMod("workshop-188251898") enter game and the minimap hud just isn't there. Then enable the mod(you can leave the force enable it doesnt make a difference) load a world and the minimap is there. this happens to other mods also, but this is really easy to notice.
