In beta version, you don't get the option to build a fence even though the fence appears in place. It usually happens when you try and place a fence between 2 fences.

Place a fence, a gap and a fence. Try and place a fence in the gap.

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
