When you equip turf-raiser hat to mannequins it will dig up ground bellow mannequins which isnt big issue because you can pit it right up and replace back. I noticed, that each time you log off or restart server, the turf will be digged up again.

give mannequin a turf-raiser hat, then restart the server
A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
