Energy Saver doesn't prevent fuel drain from catapults in sleep mode

Steps to Reproduce
  1. Have Energy Saver active
  2. Place a catapult and a generator
  3. Wait for catapult to go to sleep mode
  4. Check generator's fuel value, realize it's still dropping

Update: turns out the skill itself is not bugged, it's just that the game doesn't properly determine when a catapult is sleeping vs. when it is armed, as reported here.
