drop performance (ping average 700)

Hello,
a few days ago, my performance droped to "bad" and i cant move every time when i log on server. It never happens to me before, that problem started after add new biom/update, it happens only on our world,  my performance is "very good" on public servers or new dedicated.

its that problem? 
its a hotfix 473471 or just different problem?

• Fixed a bug causing the game’s performance to drop if you were getting less than 60fps.
