downloading mods issu

First i tried to do all the permission things 

 

it didn't worked 

Secondly i deleted the mods located steamapps\workshop\content\322330 so as to make steam download the mods again 

didn't worked again 

Lastly i tried to uninstall dst but stopped it after that when i opened the game again that i could see and use mods again.

My guess is that trying to uninstall the game forced steam to relocate the mods folder though doing all the things before could have helped.

In your case it was not a permissions issue with the operating system but it seems like a desynchronization state between what Steam had installed and what it was telling the game.
