Dedicated Server Failed to Start

I already turning off all Client and Server mods, but nothing works too.

I already put any DST .exe into "controlled folder access" and it still not working.

I tried to load my world; the one which I saved on my local data and the one on my cloud, but it still cannot be loaded. 

I changes my ISP and still not working.
