D-Pad randomly stops working when playing on gamepad.

I play on PC, but prefer to use an Xbox One controller. I have encountered an issue where the controller's D-Pad randomly stops responding to input - while it still navigates the options on the "pause" menu, it does nothing whenever I attempt to eat, drop, inspect, or store an item. I have not found a reliable way to fix this bug yet, as it seems to fix itself at random.
