using Controlled Flames as Willow works with the Fire Staff, but not the Fiery Pen gotten from using Pyrokinetics Explained. I don't know if this is a bug or deliberate but since it is a Fire Staff equivalent, I am going to assume that it is a bug.
Steps to Reproduce
Use Fiery Pen to light something on fire as Willow with Controlled Flames.
