Basically title, they join a server and force a regen shortly after. Mods can message me for the user but this is a serious exploit. occured in 'birchnut tree' US west about 5:18 PM EST. 

Steps to Reproduce

it's an exploit by another player. there might be a mod for it but obviously it's a game-side or server-side vulnerability.

can verify was there when it happened It was more like they had full access to the console. They were moving insanely fast like if they used c_speedmult and such, along with ofc the ability to regen worlds. I do have the steam account if that helps mods feel free to msg me for it.
