Clean all mods Button Crashes the game. Also happens when looking at mod menu when lauching a world

IM not exactly sure why its crashing But I clicked the clean all button and it redownloaded the mods I have.
But it seems to continually try to refresh all mods and continuously deletes and downloads all the mods eventually leading to a crash.
It happens every time I launch and enter the mod page

Steps to Reproduce

Click clean all Mods
in the mods window of the world or on the main menu
