Changing Skin of Gravestone resets the grave flower decoration

Changing the skin of gravestones using the clean sweeper resets the 3 petals used by Wendy to decorate the graves. I shouldn't have to use up 3 more petals just to change the skin of a grave. 

Steps to Reproduce

Make it so that the grave keeps the petal decoration when I change the skin of gravestone using clean sweeper.

I'm unable to reproduce the issue. Could you try reproducing the issue with no mods enabled? Including client-side mods?
