cant run DST after reinstalling windows

after reinstalling (windows 11) quite a few of steam games including, dst and team fortress 2 wont run, which is why im making this bug here. i have tried everything on the bug page and it wont do anything

What are your specs? How do you reproduce it? Is this even a DST related report as it impacts steam games?  can you say all of these here?
