Can't give the moon stone a star caller staff

Like the title suggests, I can't seem to place the star caller staff in the moon stone.   I'm worried this world is just broken now, but I don't want to star over or forgo getting a moon caller staff and the archives ;~;

Steps to Reproduce

I tried before the full moon, during, clearing away everything I had near it, sweeping the staff in case it didn't like the skin I crafted it with for some reason.  I do have a few mods enabled.  I tried cleaning all the mods, adjusting the ones I was using.  Nothing seems to be working.  Is anyone else having this issue or know other steps to try?
