Cannot Resume World "Dedicated Server Failed to Start"

A day or two ago my main world had an error when trying to resume it, it couldn't start. I also cannot duplicate that world, change it to a local save (in game, I can force the issue as I will explain below)

Error shown after clicking "resume world" and having it load for a little while:

"Dedicated Server Failed to Start

There was some sort of trouble starting the server. Please try again."

Here is a list of the things I have done to try fixing it so far, including information that narrows the issue down and attempts that failed:

rolled the save back, did nothing

disabled the mods and resumed it again: nothing, even when paired with additional rollbacks

disabled mods in the main menu rather than host game world selection, didn't work even when I did it again and closed and reopened the game before trying to resume world.

I then tested if mods were even the source of the trouble more perfectly by starting a new world with all 9 server mods and 3 client mods activated, it generated, loaded in, and ran just fine. I still could not resume my main world though.

I then checked the firewall allowances for the .exe files as klei recommends. All were active, but I deactivated them, saved settings, and then reactivated them, didn't help

I then disabled the windows defender firewalls entirely, still didn't work, so that can't be the issue.

I uninstalled and reinstalled DST from steam, tried again, still didn't work, new games still did.

I even ran it on the beta update from (at that time at least) June 6th (when main was stating it was from June 11th) to see if the game had an update that it didn't show me between the day this save worked and the day it didn't (1 days' time) and that also didn't work. I have since reverted it back.

I wanted to see if the cloud save feature somehow was at fault, but I couldn't change the save to local or duplicate it at all, so I went to the file location and found the relevant folder. I then made a new game, generated the world, ran it just long enough that it actually would save when disconnecting (first attempt didn't save for some reason) and then found its folder, deleted its content, and replaced it with main save's. This did make it so the new game had my day count (363 after rollbacks) and my character, but it also made it so it could no longer start it either, giving the same error. I did this with a cloud save new game-turned main as well as a local save iteration, neither worked.

At this point it seemingly cannot be related to firewall issues, mod issues, and is not related to a global issue for my game (i.e. something that would break the game itself and thus not allow new games, online play, etc.)

It seems to me that my save files must be messed up in some way, I did not meddle with their content before or after the issue.

Hopefully someone can help with this, and hopefully the details I've given help in solving the issue.

The attached files are the master, caves, and even "cluster" save files. I have also attached the DxDiag and the Client log files.

Steps to Reproduce

I am afraid I have absolutely no idea how to reproduce the cause of this error, although that is fortunate for anyone who would like to have tried bricking their own save I suppose. I disconnected without issue from the main save as I have done over a hundred times and then the next day seemingly without cause the save could not load and has not loaded since (days later).

Ive looked at other reports for this, and the only thing that came up is someone saying reinstalling windows and putting on a vpn helped. obviously reinstalling windows is inconvenient but i wonder if its a connection issue and thus a vpn or fiddling with router settings would work
