Cannot host game

I'm not really sure if this is a bug but I'm also not sure where else to post.

I tried hosting a server (with mods first and without mods after) to play with my partner. The game gets stuck and is seemingly generating a world forever. This happens with mods and no mods at all. I reinstalled the game a few times, different drivers, I verified the integrity of files, removed all files on my desktop and so far nothing has changed the outcome.
I can join my partners server normally however, but I just can't make my own at all. This issue has never happened before yesterday.
