Can’t download game update on Xbox One

My xbox shows that the game has an update but when attempting to download it, the download stops and I get an error message that reads “installation stopped” but doesn’t specify why it cannot be updated. This update has been sitting in my queue for weeks and every time I turn on my Xbox, I get that same annoying error message to remind me that I still can’t update the game.

I’ve tried canceling the update then reinitializing it, uninstalling and reinstalling the game and power cycling/emptying the cache on my console but this does not fix the issue. Update cannot be downloaded no matter what I’ve tried. 

Today, I saw a new update for the game and was able to download that one but the old one remains stuck in my queue.
