When attempting to generate a new world with the Caves option enabled, the game consistently fails with the error message: "Dedicated Server Failed To Start". Generating a surface-only world works without any issues. I am able to join other players' servers that have caves enabled, but I cannot host a world with caves myself.
I have already performed extensive troubleshooting based on community and official guides, but the issue remains unresolved. Below is a complete list of the steps I have taken:
1. Disabled ALL mods in-game and manually cleared the mods folder.
2. Unsubscribed from all mods in the Steam Workshop.
3. Verified the integrity of game files via Steam multiple times.
4. Increased Windows Virtual Memory to a custom size of 8192 MB (both initial and maximum).
5. Ran dontstarve_steam.exe as Administrator (and set the compatibility flag).
6. Added the game executables to Windows Defender Exclusions and disabled Controlled Folder Access.
7. Renamed the Documents\Klei\DoNotStarveTogether folder to force a clean configuration generation.
8. Tested with a fresh world (Small size) without any world generation presets.
9. Switched network connection (Ethernet and mobile hotspot) to rule out port blocking.
10. Checked that UDP ports 10998 and 10999 are not occupied.
11. Ensured VCRedist packages are installed correctly.
12. Set the game process priority to "High" in Task Manager during generation.
13. Disabled all third-party antivirus and tested with network accelerator both on and off.
Despite all these attempts, the error occurs every time I try to generate a world with caves.

3. Set any world settings (default is fine).
4. Enable the "Caves" option.
5. Click "Generate World".
