Bowler Top-hat Skin Incorrect Left & Right Sides

The bowler top-hat skin has the feather appear on both sides and facing the wrong way when the character is facing to the left or right. This gives the appearance that the hat is pivoting on the character's head instead of turning like the other hats.

Steps to Reproduce

Equip the bowler skin top-hat and turn left or right.

After looking into it further, I now understand that there will always be issues with the feather symmetry due to items being mirrored when facing left & right. However, the feather is still facing the wrong way when turned left and right.
