Amphibious creatures has priority wandering on land

When a mob chooses its next wander location, it looks for land locations over ocean ones unless it's fully aquatic(like gnar wails). This causes amphibious creatures(like squids) to wander only on land if they're not fully surrounded by water. Which is quite weird.
