When you build a structure on the outskirts of the boat (or if it's lagging) the structure will be outside of the hull player collision box and will be on the water. When coming back to the structure it kind of sticks to the boat, but can be taken off if the boat goes back another way.
Steps to Reproduce
place a structure (while moving?) near the outer edge of the boat and the structure will be on the water, outside of the hull collision

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
