i am unable to use any mods nor join any modded server

I do not know the cause of this issue nor how to replicate it, i believe it's due to corrupted mods, when i try to download new mods it jut becomes "workshop_xxxxxx". When i try to join a server with mods a screen appears saying "disconnected due to missing mods" and i'm unable to join the server, the message does say that the owner of the server needs to update their mods even if the mods are updated.
