Riled lucy can be carried by others?

It's intentional, Lucy poofs back into Woodie's hands once thrown, and Woodie attacks faster with Lucy in hand. Other players throwing Lucy just leaves her lying on the ground, and they don't attack as fast as Woodie. So others can use it, but only Woodie can get the most out of it.

It's nice to have someone else to throw Lucy to a future destination while you're borrowing someone's weapon. Or have Wes pull aggro via Lucy.
