Zaptrocutter recipie not being unlocked despite unlocking the perk

Thats it, it simply does not appear in the menu. For some reason. I have restarted the world several times, reset my insight tree, but nothing. I have no idea why it could be. Is it intended?

Steps to Reproduce

There are no steps, just. Choosing the perk. Unless I am stupid, it just does not let me craft it.

you need to scan the big junk pile or wagstaff's junk structures with jimmy to learn the recipe.

You'll need to find it somewhere after unlocking the perk.
