Winona's spotlight skills: Hotlight and Spacious Spotlight

Spotlights that crafted before learning new spotlight skills won't get bigger range/heating effect.

Have to craft new spotlight to get new effects.

Steps to Reproduce

1. Don't learn any spotlight skill and craft a spotlight and a generator

2. Deploy spotlight near a generator.

3. Learn Spacious Spotlight skill => the spotlight range doesn't change

4. craft another spotlight and build => this new spotlight range is bigger

(dismantle old spotlight and deploy again doesn't change it's area size. Have to craft a new one)

Try these steps again with Hotlight skill.
