willow's combustion perk works on hounds and spiders regardless of aggro
but does not work on frogs (regardless of aggro), butterflies, birds, tentacles, moleworms (these are the selection i tested)
the perk specifically calls out creatures not hostile creatures or targets
so this seems to me unintended behavior
Steps to Reproduce
1) pick willow with the combustion skill
2) spawn a group of spiders
3) use combustion on the spiders
4) spawn a group of moles
5) use combustion on the moles
