Wendy can't dig up graves without gravestones

Graves have always been an obstacle when placing structures, so I really liked the grave-digging skill this time. However, graves that don't have tombstones cannot be dug up even with the skill. I’m not sure if this is a bug or intentional, but it would be great if those graves could also be dug up and relocated.
