Twiggy tree spawning even if regrowth is set to none

I was playing on my alone world when I noticed twiggy trees growing all over the place. I have set the resources to classic and regrowth to none when I first started the game. When I chop the twiggy trees, they fell with one axe swing and didn't drop any resources aside from the stump. Otherwise, it grows normally and dropped twigs as well.
