The cold circuit no longer creates ice without enough charge on the circuit (I used an oar to test) is this an expected change?

I mean it makes sense that the circuit's ability only triggers if the circuit has charge

Previously this one ability was allowed to trigger even without charge. My guess is because the ability relies on you being wet which removes your charges. Not sure if the ability should even exist if it can't trigger without charge. You likely will always lose 4 charges before this triggers with normal rain.

I reported the bug just to see if this was intended. Should this be removed is another question which the developers can decide.
